One strike and you’re out: LTO’s tough new memo targets drivers who endanger pedestrians

Let’s be honest for a second: how many times have you stepped onto a zebra crossing, only to watch a motorist aggressively speed up as if your life was just an annoying speed bump? If you’ve felt that cold sweat rush down your spine while trying to get to the other side of the road, you are definitely not alone. The constant tug-of-war between motorists and pedestrians has always leaned dangerously in favor of the person holding the steering wheel. Well, the Land Transportation Office (LTO) has officially decided it's time to flip the script. Anchored in the statutory powers outlined under Republic Act No. 4136 (the Land Transportation and Traffic Code) , the government is drawing a hard, unyielding line in the concrete through a freshly minted memorandum. The message to drivers is crystal clear: disregard the safety of foot passengers at your own peril. For years, bad driving habits around crossings have been treated...

My love affair with the Beef Pares (and what makes this 'Proudly Pinoy' dish unique)

I t was right after college graduation when I first encountered the Beef Pares at a food joint along Timog Avenue, Quezon City. Not an exaggeration, but I fell in love with the dish the very second my tongue got near it. You may call it a post-adolescent craving if you wish, but the exotic taste of a Filipino style beef stew really did give excitement to my already swelling gastronomic appetite. Alas, my appreciation for food were never the same again. "Pares" which means literally "pair" is a combo meal featuring beef stew with a bowl of beef soup, plus a garlic-topped fried rice (sinangag). The beef are cut into squares and are cooked in soy sauce, anise, and a lot of secret ingredients. The beef must contain "litid" or ligaments. Mang Rudy's My love affair with the proudly Pinoy 'Beef Pares' started out at "Mang Rudy's Pares-Pares House" along Timog Avenue, QC, just in front of the Music Box sing-along and ...

What the LTO says about changing mag wheels, rims and tires of your car, motorcycle

The new LTO PMVIC, or the Land Transportation Office - Private Motor Vehicle Inspection Centers, has started operations in some parts of the country for inspections of cars and motorcycles due for registration renewal. Dubbed as MVIS (Motor Vehicle Inspection System), it aims to test the roadworthiness of private and commercial vehicles prior to their registration. This also includes the checking of modifications, upgrades and accessories that have been installed on your vehicles - whether factory or aftermarket. If they don't meet LTO standards, you fail the test. Failing the MVIS test means you have to retake the inspection and worse, you can't register your vehicle any more. For purposes of discussion, I chose to talk about wheels and tires because they are the most frequently modified parts of our cars and motorcycles. Now comes the question: Is it considered illegal to replace your wheels with aftermarket mag wheels? Can those u...
