Before you can renew your LTO (Land Transportation Office) driver’s license,
you will need to undergo the Comprehensive Driver's Education (CDE) seminar and pass
the knowledge and safety tests to show that you understand the rules of the
road, traffic laws and are safely driving the vehicle that the license will
allow you to drive. I've put together these resources to help you prepare for
these tests.
Road safety
1. Road courtesy, driving stress and how to deal with it properly, and road rage prevention.
2. Causes of and how to avoid road crashes
3. Causes of and how to avoid engine breakdowns.
4. Road emergencies: how to respond, what to do in case of an emergency.
5. Duties, responsibilities and legal rights of a driver.
Traffic rules and regulations
1. Road discipline.
2. Identifying traffic signals, traffic signs, and road markings
3. Proper use of highways and expressways.
Land transportation-related laws
1. RA 4136 - Traffic and administrative rules, policies and regulations, fines, penalties and demerit system. Take special attention to over-speeding and overloading.
2. Special laws on driving such as the Anti-Drunk and Drugged Driving Act (RA 10586), the Seatbelt Law (RA 8750), Anti-Distraction Driving Law (RA 10913), Child Safety in Motor Vehicle Act (RA 11229).
How to secure a CDE certificate:
Visit the LTO online portal.
Register/log in your LTMS account.
Proceed with E-Learning icon.
Click the CDE online validation icon and take the exam.
Print the OVE certificate.
Present the certificate upon renewal of driver’s license.
More helpful tips
The agency is offering the CDE refresher course for free. As an option, you may also take the course at any LTO-accredited driving schools albeit with some fees. Take time to review the topics covered in the CDE. It contains a lot of important information, so give yourself a few days to get through it.
Read the test questions carefully and don’t overthink it; there are no “trick questions.” Remember, all the test questions are taken from the CDE course.
