LTOPF, gun registration is now online! 9 easy steps to do it

UPDATED January, 2020

A "provisional" License to Own and Possess Firearms (LTOPF) will now be available for all gun holders who need to renew their firearms.

The provisional LTOPF is exclusive only to gun holders with existing firearms and will no longer require a drug/neuro test. It will be valid for six months.

The LTOPF for first-time gun purchases, however, still require the drug/neuro tests.

Gun owning just got easier.

The Philippine National Police (PNP) recently launched the online system for all LTOPF and gun registration applications.

Called the PNP License to Own and Possess Firearms (LTOPF) and Firearms Registration System, the program aims to eliminate the long hours of waiting in applying for a license, and reduces the inconvenience of traveling from your residence to a PNP satellite office.

Here's how it works, according to the PNP's Information Technology Management Service (ITMS).

1. Prepare all gun license requirements. You can view the list of requirements HERE. Take note that all PNP neuro and psychiatric exam results and drug test results will be automatically forwarded to the PNP-Firearms and Explosives Office (FEO).

2. Sign up using your valid email address at www.onlineltopf.pnp.gov.ph

3. Type in your existing National Bureau of Investigation (NBI) ID number, passport number, postal ID number or SSS number. Your data (name, age, address, etc.) will be automatically filled in. For renewal, just type your old LTOPF control number.

4. Scan and upload your government-issued clearances and other requirements. Photos from your smartphones may be used in lieu of scanning.

5. Wait for the approval of the Chief, FEO via text message or email.

6. Pay your fees. Once approved, you can now pay the corresponding fees at any Landbank branches near you or at their online e-banking portal.

7. Upload your bank receipt and wait for SMS/text validation.

8. Choose your preferred scheduled date at any of the PNP satellite offices (e.g. Camp Crame, Marikina, Cebu, Davao and police regional offices, particularly at the regional civil security units)

9. Claim your LTOPF license, gun registration/renewal at your chosen location.

IMPORTANT: Applicants or their representatives are advised to strictly follow their preferred scheduled dates. Otherwise, their application will be processed just like any walk-in applicants.

How tinted can your car windows be in Metro Manila?

Not only do they look cool, but the many sunny days in Metro Manila have made us consider getting a tint job on our car windows. A black, heavy tint certainly makes a better driving experience – protects our skin from harmful UV rays and safeguard our car interiors from sun damage. But Transportation undersecretary Tim Orbos confirms in a recent media interview that the Department of Transportation (DOT) will release in the first quarter of 2018 an order setting the allowable grade of tint for car windows. Orbos explains that the new tint regulation will not only address safety and security aspects, but it will also help the Metropolitan Manila Development Authority (MMDA) in its implementation of the “high-occupancy vehicle” (HOV) lane on EDSA. During its weeklong test, the MMDA monitored 27,524 vehicles on the HOV lane. But most of these, specifically 14,645 vehicles, had heavily tinted windows, making it impossible for the agency to check if drivers complied with the policy....

What the LTO says about changing mag wheels, rims and tires of your car, motorcycle

The new LTO PMVIC, or the Land Transportation Office - Private Motor Vehicle Inspection Centers, has started operations in some parts of the country for inspections of cars and motorcycles due for registration renewal. Dubbed as MVIS (Motor Vehicle Inspection System), it aims to test the roadworthiness of private and commercial vehicles prior to their registration. This also includes the checking of modifications, upgrades and accessories that have been installed on your vehicles - whether factory or aftermarket. If they don't meet LTO standards, you fail the test. Failing the MVIS test means you have to retake the inspection and worse, you can't register your vehicle any more. For purposes of discussion, I chose to talk about wheels and tires because they are the most frequently modified parts of our cars and motorcycles. Now comes the question: Is it considered illegal to replace your wheels with aftermarket mag wheels? Can those u...

Araneta City has always been a place where history and progress meet. Known as the ultimate hub for commerce, entertainment, and transit in Metro Manila, it has grown into a cornerstone that reflects nostalgia while embracing modern urban culture. This year, Ali Mall is celebrating its 50th anniversary, a milestone that further highlights its enduring role in Araneta City’s story of evolution. Supreme Court dismisses petitions, gives green light to MMDA’s NCAP

The Supreme Court (SC) has dismissed the consolidated petitions challenging the validity of No Contact Apprehension Program (NCAP) in Metro Manila. In a statement on Thursday, the high court said the issues raised in the suit have since become moot due to the adoption of a new and uniform traffic enforcement framework under the Metro Manila Traffic Code of 2023 (MMTC 2023). It added the petitions were also rejected for lack of legal standing on the part of the petitioners, who failed to exhaust other administrative remedies before going to court and disregarded the hierarchy of courts as well as the rule on forum-shopping. The decision, written by Associate Justice Rodil Zalameda, dismissed the petitions filed by Kilusan sa Pagbabago ng Industriya ng Transportasyon and others, which sought to declare unconstitutional ordinances of Muntinlupa City, Parañaque City, Quezon City, Valenzuela City, and the City of Manila implementing Metro M...
