LTO CLARIFIES: Does your vehicle need PMVIC testing prior to registration?

The mandatory inspection of motor vehicles at private motor vehicle inspection centers (PMVICs) remain suspended, as earlier ordered by Department of Transportation Secretary Art Tugade, Land Transportation Office (LTO) Chief, Assistant Secretary Edgar Galvante has clarified. Galvante also clarified that PMVICs have not been ordered to stop their operations and that motor vehicle owners still have the option to have their vehicles tested for roadworthiness and compliance with the Clean Air Act either at a PMVIC or at a private emission testing center (PETC) with the required LTO visual inspection. “Hindi naman na-suspend ang operation ng PMVICs. They can still operate. Ang na-suspend lamang ay iyong mandatory inspection sa PMVICs, at implementation ng GAORs. Ibig sabihin, sa mga lugar kung saan may mga PMVIC, malaya pa ring makapamimili ang tao kung sa PMVIC o PETC magpapa-inspect ng sasakyan bago magpa-rehistro,” said Asec. Galvante. LTO MVIS no longer mandatory, says palace

President Rodrigo Duterte has ordered not to make mandatory the Motor Vehicle Inspection System (MVIS), MalacaƱang said Thursday. Presidential Spokesperson Harry Roque said Duterte arrived at this decision to “balance” the needs of the public amid the prevailing Covid-19 pandemic. “Hindi na po mandatory ang MVIS. Ibig sabihin, kinakailangan walang bagong singil, walang karagdagang singil para sa pagpaparehistro ng mga sasakyan (The MVIS will no longer be mandatory. Meaning, there will be no additional fees in registering your cars),” he said in a Palace press briefing. The Senate committee earlier recommended the temporary suspension of the operations of Private Motor Vehicle Inspection Centers (PMVICs) amid questions of law and complaints from motorists. Senator Grace Poe, chair of the Senate committee on public services, expressed concern that the lack of transparency in the selection of the PMVICs “might provide an avenue for corru...

Dubbed as MVIS (Motor Vehicle Inspection System), it aims to test the roadworthiness of private and commercial vehicles prior to their registration. This also includes the checking of modifications, upgrades and accessories that have been installed on your vehicles - whether factory or aftermarket. If they don't meet LTO standards, you fail the test. Failing the MVIS test means you have to retake the inspection and worse, you can't register your vehicle any more. For purposes of discussion, I chose to talk about wheels and tires because they are the most frequently modified parts of our cars and motorcycles. Now comes the question: Is it considered illegal to replace your wheels with aftermarket mag wheels? Can those u...

What to expect from the MVIS facilities The MVIS centers have big parking spaces as they seek to accommodate as many vehicles as they can. The whole testing process is expected to run for 15 minutes for lightweight vehicles and 10 minutes for motorcycles to avoid long lines of vehicles in the waiting area. Motorcycles are processed at their own lanes separate from the cars. This is because motorbikes are way smaller and every component can easily be checked by the technicians. The MVIS facilities will have their own power...
