Top 10 graduates of public schools to be exempted from UPCAT except when...

HERE'S some good news to public school students.

In an news article from ABS-CBN News, the Iskolar ng Bayan Act of 2014 will kick off its first year of implementation where top ten graduates of public schools shall be exempted from taking college entrance examinations in state universities and colleges (SUCs), including the UP College Admission Test (UPCAT).

Pasig City Rep. Roman Romulo, author of the Iskolar ng Bayan Act 2014, said in a statement that more than 80,000 graduates from 8,000 public high schools are expected to benefit from the new law.

"The scholars do not have to take the competitive entrance tests of state universities, including [...] UPCAT. All that they have to do is apply for admission, and they will be allowed in, as long as they choose the campus in their home region, and provided that the school’s quota for the Iskolar ng Bayan is still not full," Romulo said.

ABS-CBN News also said that a transitory provision of the new law exempts all qualified scholars from taking college entrance exams in SUCs for the first six years.

It added that under the new law, each SUC may set a limit on the number of students to be admitted under the new program if the number of applicants eligible and applying for admission is more than five percent of the average number of first-time freshmen admitted to the SUCs during the first two academic years preceding the entry of the applicant.
